
Carlos Agenor Onofre Cabral is Director of the Department of Exploration and Production Policy for Oil and Natural Gas (DEPG) at the National Secretariat of Oil, Natural Gas and Biofuels of Brazil’s Ministry of Mines and Energy. He currently contributes to the development of public policies for oil and gas exploration and production in Brazil, including new exploratory frontiers, energy security, CCUS, and energy transition.
He previously worked at Brazil’s National Agency of Petroleum, Natural Gas and Biofuels (ANP), where he held strategic roles in drilling, auditing, inspection, operational safety, and environmental management. He holds a degree in Chemical Engineering from the State University of Rio de Janeiro, a master’s from COPPE/UFRJ, and a postgraduate qualification in Downstream Process Engineering from PUC-Rio/PROMINP. He has a solid background across industrial, regulatory, and government sectors, and spent 15 years at Companhia Siderúrgica Nacional focusing on product and process development and technical support.
