A renowned expert in the energy field, Heloisa holds a PhD, Master's, and Bachelor's degree in Economics from UFRJ, a Bachelor's degree in Law, and a postgraduate degree in Public Law from UERJ. She was a visiting researcher at the University of Virginia Law School and a fellow of the Columbia Women's Leadership Program at Columbia University. She is the author of scientific articles and book chapters, a professor and coordinator at the postgraduate level, and has held various positions in the Brazilian Public Administration. Since May 2020, she has been the Director of Petroleum, Natural Gas, and Biofuels Studies at the Energy Research Company.
