Leticia Rodas is a Technical Analyst at the Latin American and Caribbean Methane Emissions
Observatory (OEMLAC), where she supports the technical and operational management of strategic
data for methane emissions monitoring, reporting, and tracking across the region.

She holds a degree in International Relations from the National University of Itapúa in Paraguay, a
master’s degree in Project Management, and is currently pursuing a master’s degree in Energy
Engineering at the Pontifical Catholic University of Chile.

Her professional background combines international cooperation, project management,
sustainability, and energy transition. She has contributed to regional initiatives focused on capacity
building, climate resilience, and coordination among governments, international organizations, and
technical stakeholders. Her work focuses on connecting data and climate action to advance more
transparent and effective climate governance across Latin America and the Caribbean.
