
Renato Cabral Dias Dutra is the National Secretary of Petroleum, Natural Gas, and Biofuels at the Ministry of Mines and Energy (MME). He holds a PhD in Energy Planning from the COPPE/UFRJ program, a Master's degree in Economics (Insper), and Bachelor's degrees in Economics (University of Brasília - UnB), Law (UFRJ), and International Relations (also from UnB). He has 18 years of professional experience in the public and private sectors and has been a career civil servant at the National Agency of Petroleum, Natural Gas, and Biofuels (ANP) since 2013, after being selected first in a public competition. Since 2021, he has worked at the Ministry of Mines and Energy, where he has served as General Coordinator of Biodiesel and Other Biofuels, Director of the Department of Petroleum-Derived Fuels, and Acting National Secretary of Petroleum, Natural Gas, and Biofuels.
